Libya’s entrepreneurs face a harsh political and economic climate. While much of the population prefers to work in the public sector, Libya’s small startup ecosystem is an untapped market that’s well equipped with internet access and strong consumer purchasing power.

The Libya Startup programme, funded by the European Union and implemented in collaboration with Super Novae, contributes to long-term business development in Libya.

In close collaboration with private sector actors, regulatory authorities, government institutions and civil society organisations, Libya Startup aims to support the emergence of a dynamic, innovative and sustainable startup ecosystem by enhancing business support structures and services dedicated to entrepreneurship and boosting the skills of young people.

In a vibrant display of creativity and innovation, Over 100 Libyan youth gathered in Benghazi for “Clicks to Progress,” an event aimed at highlighting their role in the country’s digital transformation. Top 10 Startups Win €100,000 at Asarya Startup Competition in Libya

After six months of intensive incubation, the first batch of the Libya Startup Programme wrapped up with a vibrant closing ceremony in Benghazi on August 3, 2024. Part of the Libya Startup programme funded by the European Union, this initiative aims to support startups and small-to-medium enterprises (SMEs) in less accessible areas of Libya by providing mentoring, incubation services, training, networking, and funding opportunities. The opening event attracted a diverse audience, including students, entrepreneurs, local community leaders, business experts, and university staff, highlighting the community’s enthusiasm for this entrepreneurial initiative. Silphium Labs will focus on encouraging green entrepreneurship to address climate challenges while leveraging the region’s agricultural potential.

What is Libya Startup about?

Establishment of business incubators

Create a network of business incubators across Libya offering mentorship, business development services, and training. These incubators will decentralise support, providing resources and guidance to startups and SMEs in less accessible areas, ensuring comprehensive assistance for entrepreneurs beyond major cities like Tripoli and Benghazi.

Entrepreneurship training and skill development

Implement training programmes focusing on essential skills such as business management, financial literacy, and digital marketing, tailored to Libyan entrepreneurs’ specific needs. This aims to bridge the gap between educational outcomes and labour market demands, equipping entrepreneurs with practical, relevant skills to enhance their business success.

Policy advocacy and regulatory reform initiative

Collaborate with government officials to advocate for and implement regulatory reforms that simplify business registration, reduce bureaucratic hurdles, and establish a favourable legal framework for startups. This initiative aims to create a more conducive environment for entrepreneurship by addressing regulatory challenges and making it easier for startups to thrive in Libya.

Seed fund and financial literacy

Develop a seed fund and microfinance programme offering small grants and low-interest loans to early-stage startups and small businesses. Complement this with financial literacy workshops to help entrepreneurs manage and grow their funding, aiming to improve capital access and reduce barriers to starting and scaling businesses.

 

 

Digital entrepreneurship platform

Launch an online platform connecting entrepreneurs with resources, training, and funding opportunities. Featuring educational content, virtual mentoring, a service marketplace, and a funding database, this platform will also offer networking and collaboration spaces. It aims to bridge geographical gaps, providing crucial support and fostering a connected entrepreneurial ecosystem across Libya.

 

 

Support for women and youth entrepreneurs

Introduce targeted programmes to support women and youth entrepreneurs through dedicated mentorship, networking events, and specialised funding opportunities. Additionally, launch campaigns to promote gender equality and youth entrepreneurship. This initiative aims to address specific challenges, foster inclusivity, and leverage the potential of these groups to drive broader economic growth.
