SPARK trains Libyan partners in incubation management to boost startup ecosystem

As part of the ongoing Libya Startup programme, SPARK recently hosted an intensive Business Incubation Management Training in Tunisia for its partners and service providers. Supported by the European Union and co-implemented by SPARK and Super Novae, this capacity-building initiative marks a significant step forward in building a stronger entrepreneurial support system in Libya.

From April 28 to 30, representatives from a diverse group of Libyan institutions—including ION+, Tadawul Financial Group, Libyan International Medical University, and Gharyan and Omar Mukhtar Universities—came together to sharpen their knowledge and skills in managing high-impact startup incubators.

The three-day programme covered a wide range of topics essential for effective incubation management. Participants explored the strategic roles that incubators play, the value propositions they offer, and how to structure operational teams for efficiency and sustainability. Sessions also delved into programme design and startup onboarding processes, ensuring that incubators can support entrepreneurs from ideation through scale. Additionally, the training addressed critical areas such as financial sustainability, monitoring and evaluation, exit strategies, and the importance of leveraging broader ecosystem partnerships to deliver holistic support to startups.

To complement the training sessions, participants visited three leading incubation hubs in Tunisia: the SMU Incubator, WSH Tunis, and Elghazala Technopark. These site visits were designed not just for exposure, but to facilitate hands-on knowledge transfer. Through in-depth discussions with host incubator teams, participants observed how successful incubation models operate in real-world settings—learning how to adapt international best practices to Libya’s local context.

This training initiative directly contributes to the Libya Startup programme’s mission: to empower young Libyans and drive economic diversification by fostering a resilient and inclusive startup ecosystem. By equipping local partners with world-class incubation skills, SPARK is paving the way for long-term sustainability and economic growth—advancing Sustainable Development Goal 8: Decent Work and Economic Growth.
