Green Forward: Building the foundations for Morocco’s green business transition

Throughout 2026, Green Forward, funded by the European Union and implemented by SPARK in partnership with Enactus Morocco, strengthened the capacity of business support organisations (BSOs), brought together key actors in Morocco’s green business ecosystem, and developed practical tools to help micro, small and medium-sized enterprises (MSMEs) advance their green transition. The programme focused on addressing the practical barriers facing green businesses, from access to finance and technical expertise to environmental standards and market opportunities.

Building stronger business support organisations

Green Forward worked to strengthen the ability of BSOs to provide relevant, practical support to green MSMEs, as BSOs play a critical role in helping enterprises adapt to changing market requirements. 7 BSOs underwent organisational diagnostics across 7 regions of Morocco. The assessments examined their governance, management, business models, technical expertise, and monitoring and evaluation practices. The findings helped identify specific capacity gaps and inform a tailored support programme.

In July and September 2026, Green Forward delivered 6 practical workshops in Casablanca and Rabat, covering the development of green support services, green finance and bankable projects, technical communication and positioning, environmental and social due diligence, sustainable business models, and market access and scaling for green MSMEs. Combining technical input, applied exercises, and peer learning, the workshops helped participating organisations strengthen their approaches to supporting green enterprises while identifying areas for further development.

Developing practical tools for the green transition

Alongside capacity building, Green Forward advanced the development of resources designed to help BSOs provide more specialised support to green businesses.

The programme completed its Green Toolbox, a collection of practical resources co-designed with 3 selected BSOs and sector experts and validated in September 2026. Covering key areas of the green transition, the toolbox includes resources on diagnostics and assessment, green finance, technical solutions, responsible marketing and communication, and impact tracking. Developed in French, the toolbox provides adaptable guidance that BSOs can use to respond to the needs of MSMEs and integrate green support into their services.

Green Forward also advanced its Green Academy, a capacity-building pathway combining thematic training, practical workshops, mentoring, peer learning and certification. As part of this work, one national advocacy paper and two policy briefs were developed, focusing on improving access to green finance and strengthening the technical and methodological expertise of business support organisations (BSOs). Together, these initiatives aim to strengthen the skills of BSOs and the enterprises they serve, while contributing to a more connected national support ecosystem.

Bringing Morocco’s green business ecosystem together

Collaboration remained central to Green Forward’s work in 2026. On 4 March, the programme convened its Green Forward Ecosystem Assembly in Casablanca, bringing together 66 organisations representing business support organisations, green MSMEs, financial institutions, public-sector actors, experts and technical partners.

Representatives from 9 regions participated in discussions on the challenges facing green enterprises, opportunities for collaboration, and ways to improve access to green business support and finance. The Assembly helped strengthen relationships between organisations with complementary expertise and regional reach. Participants highlighted the need for practical tools, better coordination and stronger partnerships to support green MSMEs. Discussions also identified opportunities for joint initiatives and collective advocacy to address structural barriers to the green transition.

These exchanges reinforced a shared ambition among participating organisations: to pool expertise and resources, improve the support available to green businesses, and contribute to a more enabling environment for sustainable growth in Morocco.

Advancing policy recommendations for a more supportive ecosystem

Green Forward also worked to address barriers that individual businesses and support organisations cannot overcome alone. The programme developed one national advocacy paper and two policy briefs, focusing on two priorities: improving access to green finance and strengthening the technical and methodological expertise of BSOs.

The recommendations address the role of business support organisations as intermediaries between green MSMEs and financial institutions, including the need to improve the fit between financial products and the requirements of green projects. They also highlight the importance of equipping BSOs with the knowledge, practical methods and tools needed to guide enterprises through the green transition.

By bringing evidence from the ecosystem into policy recommendations, Green Forward aims to contribute to a more coordinated support environment in which green businesses can access the expertise, financing and resources they need to grow.

Connecting environmental requirements with business opportunities

On 7 July, the Green Forward Conference in Casablanca brought together 61 participants for two panel discussions examining how evolving environmental requirements can create opportunities for Moroccan MSMEs. The discussions explored how European market requirements around traceability, decarbonisation and environmental standards affect competitiveness and market access. A second panel focused on financing readiness, environmental data, urban services and local climate action.

The conversations highlighted several practical priorities for green MSMEs: building credible environmental evidence, strengthening financial management and preparing bankable projects. Participants also emphasised the role of BSOs in helping enterprises understand market requirements, measure their progress and access appropriate support. The conference reinforced the importance of connecting environmental commitments with measurable business results, ensuring that green transition efforts can contribute to stronger market access, investment readiness and sustainable business growth.

Local partnerships at the heart of sustainable change

Localisation is central to SPARK’s approach to strengthening ecosystems and creating lasting opportunities. In Morocco, the partnership with Enactus Morocco combines SPARK’s regional experience in strengthening BSOs with Enactus Morocco’s local knowledge, networks and understanding of the entrepreneurial ecosystem.

This collaboration helps ensure that Green Forward’s activities respond to the needs of Moroccan organisations and businesses and supports the development of relevant expertise, strengthens relationships among ecosystem actors and helps build local capacity to sustain progress beyond individual programme activities.

About Green Forward

Green Forward is a European Union-funded initiative implemented by a consortium of partners working across three complementary levels in Lebanon, Jordan, Palestine, Tunisia, Morocco, Libya, and Egypt. At the macro level, Expertise France leads efforts to support the development of enabling green policies, legislation, and standards in close collaboration with national authorities and regional stakeholders. At the meso level, SPARK focuses on strengthening the capacity of Business Support Organizations (BSOs) to act as effective ecosystem enablers. At the micro level, UNIDO provides targeted technical support to small and medium-sized enterprises (SMEs), promoting the adoption of circular economy practices and improving access to green finance.
