Minister Bajrami recognises EUA diploma’s
On Monday 10th of August 2015, Kosovo Minister of Education, Science and Technology, Dr. Arsim Bajrami signed an administrative instruction on the principles and procedures for acceptance of degrees of higher professional schools and university titles obtained in the territory of the Republic of Serbia. The administrative instruction makes automatic the recognition of EUA (European University Association) certified diploma’s, especially for the 13 minority students in Kosovo that have been issued an EUA certificate with the support of SPARK. Although this will not affect new cases, as that would require a new agreement in the dialogue to take in new applications (currently on hold since June 2014), it certainly helps the existing EUA document holders in Kosovo.
The diploma acceptance agreement was reached on 21st – 22nd November 2011, in the framework of EU-facilitated dialogue between Pristine (Kosovo) and Belgrade (Serbia). It establishes that the EU will certify diplomas issued by accredited higher educational institutions in Kosovo to be accepted in Serbia, in connection with further education and/or public employment.
Minister Bajrami has requested SPARK to draft an Administrative Instruction to resolve the matter of non recognition of the diplomas. SPARK Kosovo, together with a local law firm produced a draft on April 6th which was eventually signed on August 10th by the Minister. SPARK appreciates the patience of the students that have been affected by this process and awaiting the formal acceptation of their degrees, as well as welcomes the important decision of Minister Bajrami.
