About the Programme:
SPARK will soon launch a four-year programme in Palestine aimed to strengthen Palestine’s innovation ecosystem by enhancing technology transfer, commercialization of research, university-industry collaboration, innovation governance, and private sector competitiveness through a Market Systems Development (MSD) approach. The programme will work closely with public institutions, academia, the private sector, and other strategic partners to promote sustainable economic development, foster innovation, and create opportunities for inclusive growth.
To support the implementation of this strategic initiative, SPARK is seeking a qualified and experienced Senior Project Officer to join the programme team.
Role Summary
The Senior Project Officer will support the Programme Manager in the day-to-day implementation and coordination of the Programme. The role combines programme implementation, stakeholder coordination, operational planning, administrative support, procurement coordination, and logistical management to ensure the timely and efficient delivery of programme activities in compliance with SPARK policies and donor requirements.
Main Tasks and Responsibilities
The responsibilities include, but are not limited to:
- Plan, coordinate, and implement Programme activities in accordance with approved workplans, budgets, and timelines, ensuring timely and effective delivery of planned activities and outputs.
- Coordinate with consortium partners, consultants, universities, government institutions, business support organizations, and other stakeholders to ensure effective implementation.
- Monitor the progress of activities and follow up on action points, deliverables, and contractual commitments.
- Organize workshops, trainings, meetings, steering committee meetings, study visits, conferences, and other programme events, including all logistical and administrative arrangements.
- Prepare terms of reference, requests for quotations (RFQs), requests for proposals (RFPs), consultancy contracts, service agreements, and other programme documentation as required.
- Coordinate procurement processes in accordance with SPARK procurement policies, including collecting quotations, supporting bid evaluations, preparing procurement documentation, and following up with suppliers and service providers.
- Coordinate with the Finance and Procurement teams to ensure timely contracting, purchasing, payments, and proper documentation of procurement processes.
- Maintain organized programme documentation, filing systems, procurement records, and contractual documentation for audit and compliance purposes.
- Support the preparation of programme reports, meeting minutes, presentations, briefing notes, success stories, and other project documentation.
- Monitor activity budgets and expenditures and support financial tracking and forecasting in coordination with the Finance Officer.
- Maintain regular communication with partners and stakeholders to facilitate information sharing and effective programme coordination.
- Support the Programme Manager in identifying implementation risks and proposing mitigation measures.
- Ensure compliance with SPARK policies, donor requirements, safeguarding standards, and administrative procedures throughout programme implementation.
- Support knowledge management by documenting lessons learned, best practices, and programme achievements.
- Perform other programme, operational, procurement, and administrative duties as assigned by the Programme Manager.
- Perform any other related duties as required.
Requirements and Skills
The successful candidate should possess:
- Bachelor’s degree in Business Administration, Economics, International Development, Public Administration, Engineering, Project Management, or another relevant field. A Master’s degree is an advantage.
- Minimum 5 years of progressively responsible experience in project implementation and coordination within donor-funded development programmes.
- Experience working with international donors, NGOs, or development organizations.
- Demonstrated experience supporting procurement and contract management processes .
- Experience organizing workshops, conferences, training events, and stakeholder consultations.
- Strong understanding of project cycle management and results-based management principles.
- Excellent organizational, coordination, and administrative skills with the ability to manage multiple priorities simultaneously.
- Strong communication, interpersonal, and stakeholder engagement skills.
- Excellent report writing and documentation skills in English.
- Proficiency in Microsoft Office applications, particularly Excel, Word, and PowerPoint.
- Excellent written and spoken English and Arabic.
- Willingness to travel within the West Bank as required.
- Other related tasks if needed
