About the Programme:
SPARK will soon launch a four-year programme in Palestine aimed to strengthen Palestine’s innovation ecosystem by enhancing technology transfer, commercialization of research, university-industry collaboration, innovation governance, and private sector competitiveness through a Market Systems Development (MSD) approach. The programme will work closely with public institutions, academia, the private sector and other strategic partners to promote sustainable economic development, foster innovation, and create opportunities for inclusive growth.
To support the implementation of this strategic initiative, SPARK is seeking a qualified and experienced Sr.Finance & Admin Officer to join the programme team.
Role Summary
The Finance & Admin Officer will ensure effective financial management of the programme in compliance with SPARK financial policies, donor regulations, and applicable accounting standards.
Main Tasks and Responsibilities
The responsibilities and tasks include, but are not limited to:
- Responsible for month-end accounting process for the whole OPT office, like as an example, Bank & cash Rec, B.S Rec, Reconciliation of Intercompany account between HQ and Palestine
- Under the supervision of the Regional Finance Manager (RFM), being Responsible for the financial management of the programme and all other projects in OPT
- Ensure financial compliance with the SPARK and donor regulations and procedures;
- Prepares budget versus spending and Reviews actual expenditure against budgets regularly and informs Programme Managers/OPT Country Manager.
- Prepare and conduct all project payments including partner instalments;
- Contributes to budget reallocations and if needed no-cost extension requests;
- Collects, reviews and controls compliance of all invoices with the related contract, grants etc., submits originals/copies of such invoices and payment requests for further processing, while keeping a copy of invoices;
- Arranges Kick-off meetings with local implementing partners after signing agreements.
- Provides technical support and/or training to local partners in budget preparation, forecast and revision process, reporting on these budgets, consistency and compliance, and preparation for external audits when needed.
- Reviews financial reports and supporting documents of our implementing partners on a monthly basis and do a balance confirmation with implementing partners on quarterly basis.
- Assists RFM with annual budgets and monthly cash flow projections and ensures financial resources availability in the country offices, in coordination with RFM;
- Suggests and develops tools, formats and templates for an effective, transparent and consistent financial management as well as decision-making and strategic planning purposes;
- Work closely with certified public accountant to ensure compliance with local law.
- Assist in preparation for the SPARK audit, including preparing assigned audit schedules and gathering other information as needed.
- Coordinate administrative and logistical arrangements for Programme meetings, workshops, events, travel, and other activities.
- Support the administration and documentation of contracts, agreements, service providers, Programme assets, and equipment.
- Provide general administrative and operational support required for the effective implementation of Programme activities.
- Coordinate closely with Programme staff, consortium partners, and SPARK’s Finance and Operations teams to ensure efficient financial and administrative management.
- Perform any other related duties as required.
Requirements and Skills
The successful candidate should possess:
- Bachelor’s degree in Accounting, Finance, Business Administration or related field.
- Professional certification (CPA, CMA or equivalent) is an asset.
- Minimum 5 years of finance experience.
- Experience managing donor-funded projects.
Strong knowledge of:
- International accounting principles
- Budget management
- Financial reporting
- Audit processes
- Internal controls
- Advanced Excel skills.
- Experience with ERP/accounting software.
- Excellent English and Arabic.
