Regional HR Officer
The Regional HR Officer provides day-to-day HR support for the FEMFOCUS teams in Tunisia and Morocco. The role supports recruitment, staff administration, onboarding and offboarding, personnel records and routine HR processes, ensuring that HR documentation is complete, accurate and handled confidentially.
The Regional HR Officer is based in Tunis and reports to the Regional Operations & Admin Manager. The role works closely with Programme Managers and other team members on routine HR matters.
Main Tasks and Responsibilities:
The responsibilities and tasks include, but are not limited to:
Recruitment and Onboarding Support
- Support recruitment processes by preparing vacancy documentation, receiving and organising applications, scheduling interviews and communicating with candidates;
- Prepare recruitment and onboarding documentation and follow up required information with selected candidates and managers;
- Support the induction and onboarding of new staff and ensure required HR forms and documents are completed and filed;
- Support offboarding administration, including required documentation and clearance steps.
HR Administration and Records
- Prepare and maintain employment contracts, amendments, personnel files and other routine HR documentation under the guidance of the Regional Operations & Admin Manager and HR Manager;
- Maintain accurate staff records, HR trackers, leave and attendance records and ensure information is kept up to date;
- File and archive HR documents securely and maintain confidentiality of personnel information;
- Support the administration of probation reviews, performance review cycles and other standard HR processes by tracking deadlines and collecting required documentation;
- Provide routine HR information to staff on established procedures and refer non-routine or sensitive matters to the Regional Operations & Admin Manager or HR Manager.
HR Process Support
- Follow up routine HR actions and deadlines for the Tunisia and Morocco teams and keep the Regional Operations & Admin Manager informed of pending matters;
- Prepare basic HR records requested for internal reporting, audits or compliance checks;
- Carry out other related HR administrative tasks as assigned.
Requirements and Skills
- Bachelor degree in Human Resources, Business Administration, Management or a related field;
- Minimum 4 years of relevant professional experience in HR administration, recruitment support or a similar HR role;
- Practical experience with recruitment, employment documentation, personnel files and onboarding;
- Good organisational skills and ability to maintain accurate records and deadlines;
- Strong attention to detail and a high level of confidentiality and discretion;
- Good working knowledge of Microsoft Office, particularly Word and Excel;
- Professional proficiency in Arabic and French;
- Professional working proficiency in English;
- Experience in an NGO, international organisation or donor-funded programme is an asset;
