About the Programme: 

SPARK will soon launch a four-year programme in Palestine aimed to strengthen Palestine’s innovation ecosystem by enhancing technology transfer, commercialization of research, university-industry collaboration, innovation governance, and private sector competitiveness through a Market Systems Development (MSD) approach. The programme will work closely with public institutions, academia, the private sector, and other strategic partners to promote sustainable economic development, foster innovation, and create opportunities for inclusive growth.

To support the implementation of this strategic initiative, SPARK is seeking a qualified and experienced MEL Officer to join the programme team.

Role Summary

The MEL Officer will lead the design and implementation of the programme’s Monitoring, Evaluation and Learning (MEL) system to ensure evidence-based decision-making, quality reporting, and continuous learning.

Main Tasks and Responsibilities

The responsibilities and tasks include, but are not limited to:

• Support the implementation of the programme’s Monitoring, Evaluation, Accountability and Learning (MEAL) framework in line with SPARK and donor requirements.
• Develop and maintain data collection tools, indicator tracking systems, databases, dashboards, and reporting templates.
• Coordinate and ensure the quality of data collected from programme staff and consortium partners, including validation, verification, analysis, storage, and review of supporting documentation.
• Conduct regular field monitoring visits, spot checks, and verification of programme and partner activities to assess implementation progress, results, and data quality.
• Support baseline, mid-term, endline, outcome monitoring, surveys, assessments, evaluations, and other programme data collection exercises.
• Monitor and analyse progress against the programme logframe, indicators, targets, milestones, and expected results, and flag areas requiring attention.
• Provide technical support and capacity strengthening to programme staff and partners on MEL tools, data quality, results-based management, monitoring, verification, and reporting requirements.
• Contribute to donor reports, programme progress reports, management updates, and the presentation of programme results and achievements.
• Analyse monitoring evidence, implementation challenges, risks, and emerging trends, and provide recommendations to support adaptive management and programme improvement.
• Facilitate learning and reflection processes, including review sessions and after-action discussions, and track implementation of agreed recommendations and follow-up actions.
• Document lessons learned, good practices, success stories, case studies, and other knowledge products to support programme learning, knowledge sharing, and visibility.
• Ensure MEL approaches and activities are gender-sensitive, inclusive, conflict-sensitive, and compliant with applicable donor, safeguarding, accountability, and data protection requirements.
• Perform any other related duties as required.

Requirements and Skills

The successful candidate should possess:

• Bachelor degree in Statistics, Economics, Development Studies, Public Policy, Social Sciences or related field. 
• Minimum 3 years of MEL experience including field monitoring and partner monitoring. 
• Demonstrated experience in data collection, assessments, surveys, field verification visits, and other monitoring exercises. 
• Experience working with donor-funded programmes and familiarity with donor monitoring and reporting requirements. 
• Experience reviewing partner reports, means of verification, monitoring records, and programme data to ensure completeness, accuracy, and consistency. 
• Strong knowledge and practical understanding of:

• Logical Frameworks (Logframes)
• Theory of Change (ToC)
• Results-Based Management (RBM)
• Outcome monitoring and/or Outcome Harvesting
• Data analysis and visualization
• Excellent Excel and Power BI (or similar dashboard tools). 
• Experience using Kobo, ODK or similar digital data collection tools. 
• Strong analytical skills, attention to detail, and ability to interpret and present quantitative and qualitative data. 
• Excellent English and Arabic.
