About SPARK:
SPARK provides young people with the tools they need to succeed in regions affected by conflict, climate crises, and displacement. Our programs across four components deliver a systemic solution for youth, including women and refugees, to better access and benefit from market systems and economic development. Our model develops skills which are market-relevant and ensures education providers and industry are better aligned; promotes entrepreneurship as a means to encourage and stimulate new markets and products for further economic growth; bolsters existing micro, small and medium enterprises (MSMEs) to increase the availability of jobs for youth; and strengthens the capacity of market actors and local civil society organizations through targeted capacity-building initiatives. For thirty years SPARK has been serving youth in fragile and post-conflict states. It is a registered non-governmental organization, headquartered in the Netherlands, and operating in approximately a dozen countries at any given time across the Middle East, Africa, and Europe.

Main Tasks and Responsibilities

SPARK has an emerging portfolio of programmes in Ukraine. We seek a Programme Manager to support two components: programme management and new businesses and programmes in Ukraine. 

The programme management component responsibilities and tasks include, but not limited to:

  • Representing  SPARK as the in-country focal point for the project
  • Planning project activities as indicated in the agreement, adhering to the timeline proposed 
  • Managing and overseeing the implementation activities in Ukraine, donor reporting and budget management. 
  • Overseeing the quality of the project activities, such as the design of the training courses and their content, and ensure that the best value is being provided to the project beneficiaries, in collaboration with the partners and SPARK’s in-house experts;
  • Ensuring the achievement of the programme results with a focus on high-level impact 
  • Ensuring that the project activities are carried out in the area according to SPARK requirements and donor policies
  • Working closely with partner organisations on the start-up of the programme and implementation of the activities;
  • Promoting SPARK’s values;
  • Other tasks as required.

The new business component responsibilities and tasks include, but not limited to:

  • Context analysis: researching, understanding and analysing the situation in Ukraine to identify needs, risks and opportunities for potential projects.
  • Building a pipeline of prospective Ukraine-based partners (Philanthropy, State and Corporate) 
  • Attending local events to meet and build rapport with prospective funders/partners.   
  • Researching and being aware of potential funding opportunities 
  • Drafting concept notes with the support of the business development team.

     The position is conditional upon final agreement with the donor .

Requirements and Skills

  • Bachelor’s degree in a relevant field
  • Minimum of five years of experience doing similar work.
  • Ideally, experience working with vulnerable communities.
  • Experience working with donors and writing donor reports. Similar experience drafting communications could be considered. 
  • Market systems development experience (preferred, not required)
  • Native Ukrainian speaker.
  • Full proficiency in English.
